146. - (1) There shall be a select committee to examine the reports of the Parliamentary Commissioner for Administration, of the Health Service Commissioners for England, Scotland and Wales and of the Parliamentary Ombudsman for Northern Ireland, which are laid before this House, and matters in connection therewith, and to consider matters relating to the quality and standards of administration provided by Civil Service departments, and other matters relating to the Civil Service; and the committee shall consist of eleven Members of whom the quorum shall be three.

(2) The committee shall have power-

(a) to send for persons, papers and records, to sit notwithstanding any adjournment of the House, to adjourn from place to place, and to report from time to time; and

(b) to appoint specialist advisers to supply information which is not readily available or to elucidate matters of complexity within the committee’s order of reference.

(c) to communicate to the European Scrutiny Committee its evidence and any other document relating to matters of common interest; and;

(d) to meet concurrently with the European Scrutiny Committee, or any Sub-Committee thereof, for the purposes of deliberating or of taking evidence.

(3) Unless the House otherwise orders, each Member nominated to the committee shall continue to be a member of it for the remainder of the Parliament.

146. - (1) Sarà costituita una select committee per l’esame delle relazioni del Commissario Parlamentare per l’Amministrazione, dei Commissari del Servizio Sanitario per Inghilterra, Scozia e Galles e del Garante parlamentare per l’Irlanda del Nord, presentate a questa Camera, e delle questioni ad esse correlate, e per l’esame di questioni relative alla qualità ed agli standard dei servizi amministrativi forniti dai dipartimenti della Pubblica Amministrazione, e delle altre questioni relative alla Pubblica Amministrazione; e la commissione sarà composta da undici Membri il cui numero legale sarà di tre membri.

(2) La commissione avrà potere

(a) di convocare persone e richiedere materiali e documenti, di riunirsi nonostante qualunque aggiornamento della Camera, di aggiornarsi da un luogo all’altro e di riferire periodicamente; e

(b) di nominare consulenti specialistici per fornire informazioni che non siano immediatamente disponibili o per chiarire argomenti complessi che rientrino nell’ambito delle competenze della commissione;

(c) di comunicare alla Commissione di controllo per gli affari europei il proprio avviso e qualunque altro documento concernente materie di comune interesse; e

(d) di riunirsi congiuntamente alla Commissione di controllo per gli affari europei, o a qualunque sua sottocommissione, ai fini di deliberare o procedere ad audizioni.

(3) A meno che la Camera non disponga diversamente, ciascun Membro nominato nella commissione continuerà ad esserne membro fino al termine della legislatura.
