144. - (1) There shall be a select committee, to be called the Finance and Services Committee, to consider expenditure on and the administration of services for the House and-

(a) with the assistance of the Board of Management, to prepare the Estimates for the Votes for House of Commons (Administration) and (Works) for submission to the House
of Commons Commission;

(b) to monitor the financial performance of the Departments of the House; and

(c) to report to the House of Commons Commission or the Speaker on the financial and administrative implications of recommendations made to them by any of the committees appointed under Standing Orders No. 142 (Domestic Committees) or No. 139 (Select Committee on Broadcasting).

(2) The committee shall consist of not more than eleven Members, and the quorum shall be three.

(3) The committee shall be assisted by the Accounting Officer and by other Officers of the House appropriate to the matters under consideration.

(4) The committee shall have power-

(a) to send for persons, papers and records, to sit notwithstanding any adjournment of the House, to adjourn from place to place, and to report from time to time;

(b) to communicate to any committee appointed under Standing Orders No. 142 (Domestic Committees) and No. 139 (Select Committee on Broadcasting), or to the House of Commons Commission, its evidence or any other documents relating to matters of common interest; and

(c) to meet concurrently with any committee appointed under Standing Orders No. 142 (Domestic Committees) or No. 139 (Select Committee on Broadcasting), for the purpose of deliberating or taking evidence.

(5) The committee shall have leave to meet concurrently with any committee of the Lords on House of Lords Offices or any sub-committee of that committee, for the purpose of deliberating or taking evidence, and to communicate to any such committee or sub-committee its evidence or any other documents relating to matters of common interest.

(6) Unless the House otherwise orders, all Members nominated to the committee shall continue to be members of the committee for the remainder of the Parliament.

144. - (1) Sarà costituita una select committee denominata Commissione Finanza e Servizi, per l’esame della spesa per e l’amministrazione dei servizi per la Camera e

(a) con l’assistenza del Comitato di gestione (nota 39), per predisporre le stime previsionali per i titoli di spesa per la Camera dei Comuni (Amministrazione) e (Lavori) da sottoporre alla House of Commons Commission;

(b) per monitorare l’andamento della gestione finanziaria dei Dipartimenti della Camera; e

(c) per riferire alla House of Commons Commission o allo Speaker sulle conseguenze finanziarie ed amministrative di raccomandazioni ad essi formulate da una delle commissioni costituite ai sensi degli Standing Order n. 142 (Domestic Committee) o n. 139 (Select committee sulla trasmissione televisiva dei lavori).

(2) La commissione sarà composta da non più di undici Membri, ed il numero legale sarà di tre membri.

(3) La commissione sarà assistita dall’Accounting Officer (nota 40) e da altri Officer of the House competenti per le materie in esame.

(4) La commissione avrà potere

(a) di convocare persone e richiedere materiali e documenti, di riunirsi nonostante qualunque aggiornamento della Camera, di aggiornarsi da un luogo all’altro e di riferire periodicamente;

(b) di comunicare a qualunque commissione costituita ai sensi degli Standing Order n. 142 (Domestic Committee) e n. 139 (Select committee sulla trasmissione televisiva dei lavori), o alla House of Commons Commission, il proprio avviso o qualunque altro documento concernente materie di comune interesse; e

(c) di riunirsi congiuntamente ad una delle commissioni nominate ai sensi degli Standing Order n. 142 (Domestic Committee) o n. 139 (Select committee sulla trasmissione televisiva dei lavori), al fine di deliberare o procedere ad audizioni.

(5) La commissione sarà autorizzata a riunirsi congiuntamente con qualunque commissione dei Lord sugli Uffici della Camera dei Lord o qualunque sottocommissione di tale commissione, al fine di deliberare o procedere ad audizioni, ed a comunicare a qualunque commissione o sottocommissione di tal genere il proprio avviso o qualunque altro documento concernente materie di comune interesse.

(6) A meno che la Camera non disponga diversamente, tutti i Membri nominati nella commissione continueranno ad esserne membri fino al termine della legislatura.
