116. - (1) A motion may be made by a Minister of the Crown providing (or varying previous provision) for the Northern Ireland Grand Committee-

(a) to sit on not more than two specified days in Northern Ireland (at places to be named by the Member appointed chairman), the sitting commencing, and proceedings being interrupted, at such hours as shall be specified;

(b) to sit on other specified days at Westminster at such hours as shall be specified;

(c) to take questions under Standing Order No. 110 (Northern Ireland Grand Committee (questions for oral answer)) on certain of the days specified under paragraph (a) or paragraph (b) above;

(d) to hold short debates under Standing Order No. 111 (Northern Ireland Grand Committee (short debates)) on certain of the days so specified;

(e) to consider specified bills which shall have been referred to it under Standing Order No. 113 (Northern Ireland Grand Committee (bills in relation to their principle)) on certain of the days so specified;

(f) to consider legislative proposals and other specified matters which shall have been referred to it under Standing Order No. 114 (Northern Ireland Grand Committee (legislative proposals and other matters relating exclusively to Northern Ireland)) on certain of the days so specified;

(g) to consider specified instruments (whether or not in draft) which shall have been referred to it under Standing Order No. 115 (Northern Ireland Grand Committee (delegated legislation)) on certain of the days so specified; and

(h) to consider motions for the adjournment of the committee made under paragraph (5) below on certain of the days so specified;
and the Speaker shall put forthwith the question on such a motion, which may be decided at any hour, though opposed:

Provided that nothing in this order shall prevent the committee from considering further at a sitting at Westminster business adjourned at a previous sitting in Northern Ireland, nor from considering at a sitting in Northern Ireland business adjourned at a sitting at Westminster.

(2) The provisions of Standing Order No. 88 (Meetings of standing committees), so far as they relate to the naming of a day in respect of business by the Member appointed chairman and the committee’s appointment of future days in respect of business not completed at a sitting, shall not apply to the Northern Ireland Grand Committee.

(3) The chairman shall interrupt proceedings (other than on a motion made under paragraph (5) below) at the time specified in relation to the sitting by an order made under paragraph (1) above or, in the absence of such provision, at one o’clock, subject to paragraph (2) of Standing Order No. 88 (Meetings of standing committees).

(4) At the moment of interruption, proceedings under consideration and not disposed of shall stand adjourned.

(5) On a day specified in an order made under paragraph (1) above, after the interruption of proceedings, or on the completion of the business appointed for consideration at that sitting, whichever is the earlier, a motion for the adjournment of the committee may be made by a Minister of the Crown, and, notwithstanding the provisions of Standing Order No. 88 (Meetings of standing committees), the chairman shall, not later than half an hour after the motion has been made, adjourn the committee without putting any question; and in respect of business taken under this paragraph, the quorum of the committee shall be three.

116. - (1) Può essere presentata da un Ministro della Corona una mozione che stabilisca (o modifichi una precedente disposizione) per la Gran Commissione per l’Irlanda del Nord

(a) di riunirsi in non più di due giorni specifici in Irlanda del Nord (in luoghi da stabilire da parte del Membro nominato presidente), che la seduta abbia inizio, e che i lavori siano interrotti a determinate ore secondo quanto può essere specificato;

(b) di riunirsi in altri specifici giorni a Westminster a determinate ore secondo quanto può essere specificato;

(c) di procedere allo svolgimento di interrogazioni ai sensi dello Standing Order n. 110 (Gran Commissione per l’Irlanda del Nord (interrogazioni a risposta orale)) in determinati giorni fra quelli specificati ai sensi del precedente paragrafo (a) o paragrafo (b);

(d) di tenere discussioni brevi ai sensi dello Standing Order n. 111 (Gran Commissione per l’Irlanda del Nord (discussioni brevi)) in determinati giorni fra quelli così specificati;

(e) di esaminare specifici progetti di legge che siano stati ad essa rinviati ai sensi dello Standing Order n. 113 (Gran Commissione per l’Irlanda del Nord (progetti di legge in relazione al loro principio)) in determinati giorni fra quelli così specificati;

(f) di esaminare proposte di carattere legislativo ed altre materie specifiche che siano state ad essa rinviate ai sensi dello Standing Order n. 114 (Gran Commissione per l’Irlanda del Nord (proposte di carattere legislativo ed altre materie riguardanti esclusivamente l’Irlanda del Nord)) in determinati giorni fra quelli così specificati;

(g) di esaminare specifici decreti (sia in schema che non) che siano stati ad essa rinviati ai sensi dello Standing Order n. 115 (Gran Commissione per l’Irlanda del Nord (legislazione delegata)) in determinati giorni fra quelli così specificati; e

(h) di esaminare mozioni per l’aggiornamento della commissione presentate ai sensi del successivo paragrafo (5) in determinati giorni fra quelli così specificati;
e lo Speaker porrà immediatamente la questione su tale mozione, che può essere decisa a qualunque ora, sebbene vi sia opposizione:

A condizione che nulla nel presente order impedirà alla commissione di prendere ulteriormente in esame in una seduta a Westminster attività aggiornate in una precedente seduta in Irlanda del Nord, né di prendere in esame in una seduta in Irlanda del Nord attività aggiornate in una seduta a Westminster.

(2) Le disposizioni dello Standing Order n. 88 (Riunioni delle commissioni permanenti), nella misura in cui riguardino la fissazione di un giorno in relazione ad attività da parte del Membro nominato presidente e la determinazione di giorni futuri da parte della commissione riguardo a questioni di cui non sia stato ultimato l’esame in una seduta, non si applicheranno alla Gran Commissione per l’Irlanda del Nord.

(3) Il presidente interromperà i lavori (salvo che su di una mozione presentata ai sensi del successivo paragrafo (5)) al momento specificato in relazione alla seduta da un order approvato ai sensi del precedente paragrafo (1) o, in mancanza di tale disposizione, alle 13.00, fatto salvo il paragrafo (2) dello Standing Order n. 88 (Riunioni delle commissioni permanenti).

(4) Al momento dell’interruzione, i lavori in esame e su cui non si sia ancora deliberato saranno aggiornati.

(5) In un giorno specificato in un order approvato ai sensi del precedente paragrafo (1), dopo l’interruzione dei lavori o, se anteriore, al momento della conclusione dell’attività in esame in quella seduta, una mozione per l’aggiornamento della commissione può essere presentata da un Ministro della Corona e, nonostante le disposizioni dello Standing Order n. 88 (Riunioni delle commissioni permanenti) il presidente, non oltre mezz’ora dopo la presentazione della mozione, aggiornerà la commissione senza porre alcuna questione; ed in relazione all’attività di cui al presente paragrafo, il numero legale della commissione sarà di tre membri.
