100. - (1) A motion may be made by a Minister of the Crown providing (or varying previous provision) for the Scottish Grand Committee-

(a) to sit on specified days in Scotland (or at specified places in Scotland), the sitting commencing, and proceedings being interrupted, at such hours as may be specified;

(b) to sit on other specified days at Westminster at half-past ten o’clock;

(c) to take questions under Standing Order No. 94 (Scottish Grand Committee (questions for oral answer)) on certain of the days specified under paragraph (a) or paragraph (b) above;

(d) to hold short debates under Standing Order No. 95 (Scottish Grand Committee (short debates)) on certain of the days so specified; and

(e) to consider substantive motions for the adjournment of the committee under Standing Order No. 99 (Scottish Grand Committee (substantive motions for the adjournment)) on not more than eight of the days so specified: and the Speaker shall put forthwith the question on such a motion, which may be decided after the time for opposed business:

Provided that nothing in this order shall prevent the committee from considering further at a sitting at Westminster business adjourned at a previous sitting in Scotland, nor from considering at a sitting in Scotland business adjourned at a sitting at Westminster.

(2) The provisions of Standing Order No. 88 (Meetings of standing committees), so far as they relate to the naming of a day in respect of business by the Member appointed chairman and the committee’s appointment of future days in respect of business not completed at a sitting, shall not apply to the Scottish Grand Committee.

(3) Other than as provided in paragraph (1) of Standing Order No. 99 (Scottish Grand Committee (substantive motions for the adjournment)), the government shall determine the precedence of the business appointed for consideration at any sitting of the committee.

(4) The chairman shall interrupt proceedings (other than on a motion made under paragraph (6) below) at the time specified in relation to the sitting by an order made under paragraph (1) above, or, in the absence of such provision, at one o’clock, subject to paragraph (2) of Standing Order No. 88 (Meetings of standing committees).

(5) At the moment of interruption, proceedings under consideration and not disposed of shall stand adjourned (except substantive motions for the adjournment of the committee under Standing Order No. 99 (Scottish Grand Committee (substantive motions for the adjournment)) which shall lapse).

(6) After the interruption of proceedings or on the completion of the business appointed for consideration at that sitting, whichever is the earlier, a motion for the adjournment of the committee may be made by a member of the government, and, notwithstanding the provisions of Standing Order No. 88 (Meetings of standing committees) the chairman shall, not later than half an hour after the motion has been made, adjourn the committee without putting any question; and in respect of business taken under this paragraph, the quorum of the committee shall be three.

100. - (1) Può essere presentata da un Ministro della Corona una mozione che stabilisca (o modifichi precedenti disposizioni) per la Gran Commissione Scozzese

(a) di riunirsi in specifici giorni in Scozia (o in specifici luoghi della Scozia), che la seduta abbia inizio, e che i lavori siano interrotti a determinate ore secondo quanto può essere specificato;

(b) di riunirsi in altri specifici giorni a Westminster alle 10.30;

(c) di procedere allo svolgimento di interrogazioni ai sensi dello Standing Order n. 94 (Gran Commissione Scozzese (interrogazioni a risposta orale)) in determinati giorni fra quelli specificati ai sensi del precedente paragrafo (a) o paragrafo (b);

(d) di tenere discussioni brevi ai sensi dello Standing Order n. 95 (Gran Commissione Scozzese (discussioni brevi)) in determinati giorni fra quelli così specificati; e

(e) di esaminare mozioni autonome per l’aggiornamento della commissione ai sensi dello Standing Order n. 99 (Gran Commissione Scozzese (mozioni autonome per l’aggiornamento)) in non più di otto dei giorni così specificati: e lo Speaker porrà immediatamente la questione su tale mozione che può essere decisa dopo il tempo per l’attività su cui vi sia opposizione:

A condizione che nulla nel presente order impedirà alla commissione di prendere ulteriormente in esame in una seduta a Westminster attività aggiornate in una precedente seduta in Scozia, né di prendere in esame in una seduta in Scozia attività aggiornate in una seduta a Westminster.

(2) Le disposizioni dello Standing Order n. 88 (Riunioni delle commissioni permanenti), nella misura in cui riguardino la fissazione di un giorno in relazione ad attività da parte del Membro nominato presidente e la determinazione di giorni futuri da parte della commissione riguardo ad attività non ultimate in una seduta, non si applicheranno alla Gran Commissione Scozzese.

(3) Fuorché nel caso previsto al paragrafo (1) dello Standing Order n. 99 (Gran Commissione Scozzese (mozioni autonome per l’aggiornamento)), il Governo stabilirà la precedenza delle attività di cui sia previsto l’esame in qualunque seduta della commissione.

(4) Il presidente interromperà i lavori (salvo che su di una mozione presentata ai sensi del successivo paragrafo (6)) al momento specificato in relazione alla seduta da un order approvato ai sensi del precedente paragrafo (1) o, in mancanza di tale disposizione, alle 13.00, fatto salvo il paragrafo (2) dello Standing Order n. 88 (Riunioni delle commissioni permanenti).

(5) Al momento dell’interruzione (nota 33), i lavori in esame e su cui non si sia ancora deliberato saranno aggiornati (ad eccezione delle mozioni autonome per l’aggiornamento della commissione ai sensi dello Standing Order n. 99 (Gran Commissione Scozzese (mozioni autonome per l’aggiornamento)) che decadranno).

(6) Dopo l’interruzione dei lavori o, se anteriore, al momento della conclusione dell’attività in esame in quella seduta, una mozione per l’aggiornamento della commissione può essere presentata da un membro del governo e, nonostante le disposizioni dello Standing Order n. 88 (Riunioni delle commissioni permanenti) il presidente, non oltre mezz’ora dopo la presentazione della mozione, aggiornerà la commissione senza porre alcuna questione; e riguardo all’attività di cui al presente paragrafo, il numero legale della commissione sarà di tre membri.
